_A few public actions prepared the way for the Russian invasion of Ukraine, the purpose of which was to define a special military operation as forced, necessary and inevitable. The use of armed force against Ukraine was discussed during those public events. The Russian authorities applied many arguments, and a great deal of attention was paid to the moral justification of war. In this article, I consistently analyze three problems: why did Russian officials use moral language to justify the war, (...) what arguments did they use, and would these arguments retain their effect in the long term. I will examine several addresses made by the President of Russia and the Russian Federation Security Council meeting materials to address these questions. I conclude that Putin's lack of legitimacy forced him to justify the war in moral terms, and the peculiarities of Russian moral discourse allowed him to do that. However, even if this strategy was effective to a certain extent at the beginning of the war, it can hardly be stable and sustainable._ _Keywords_: invasion of Ukraine, Russia, Ukraine, just war, morality. The article considers the modern meaning of Kant’s doctrine of war. The author examines the context and content of the key provisions of Kant’s concept of perpetual peace. The author also reviews the ideological affinity between Kant and previous authors who proposed to build alliances of states as a means of preventing wars. It is noted that the French revolution and the wars caused by it, the peace treaty between France and Prussia served as the historical background for the conceptualization (...) of Kant’s project. In the second half of the 20th century, there is a growing attention to Kant’s ethical and political philosophy. Theorists of a wide variety of political and ethical schools, pay attention to Kant’s legacy and relate their own concepts to it. Kant’s idea of war is reconsidered by Michael Doyle, Jürgen Habermas, Ulrich Beck, Mary Kaldor, Brian Orend. Thus, Doyle tracks democratic peace theory back to Kant’s idea of the spread of republicanism. According to democratic peace theory, liberal democracies do not solve conflict among themselves by non-military methods. Habermas, Beck, Kaldor appreciate Kant as a key proponent of cosmopolitanism. For them, Kant’s project is important due to notion of supranational forms of cooperation. They share an understanding that peace will be promoted by an allied authority, which will be “governing without government” and will take responsibility for the functioning of the principles of pacification of international relations. Orend’s proves that Kant should be considered as a proponent of the just war theory. In addition, Orend develops a new area in just war theory – the concept of ius post bellum – and justifies regime change as the goal of just war. (shrink)

The article deals with the problem of moral justification of humanitarian intervention by modern just war theorists. At the beginning of the article, we discuss the evolution of the dominant paradigms of the moral justification of war and explain why the theory and practice of humanitarian intervention appears only at the present stage of the development of ethics and the law of war. It is noted that theorization of humanitarian intervention began in the last decades of the 20thcentury. This is (...) due to a significant transformation, a retreat in the legal and ethical studies of war from the position of radical condemnation of aggressive actions and the recognition of the political subjectivity of non-state groups. Thus, there is a rethinking of the long tradition, the Westphalian system of international relations, according to which the state was recognized as the main participant of big politics, and its sovereign right to conduct domestic policy was considered indisputable. Further, we take the works of Michael Walzer as the main source of modern conceptualization of the ethics of humanitarian interventionism, since Walzer repeatedly addressed this topic and formulated a position on this issue that is representative of the entire modern Just War Theory. The arguments of Walzer and his supporters in favor of the moral justification of humanitarian intervention are considered. Among them are the following. First, the argument about the state as an organization which goal is to protect the rights of its own citizens. If this goal is not not achieved, the state shall loose its power over these people and in this territory. Second, Walzer calls for identifying governments and armed forces involved in mass murders as criminal and, therefore, deserving of punishment. Finally, there is, perhaps the most important, demonstrative argument: an appeal to the self-evident impossibility to stand aside in cases of mass violence in any state. This is followed by a critique of these arguments, as well as a demonstration of how the modern Just War Theory can respond to these criticisms. (shrink)

This article answers the question of how contemporary Russian TV series portray the police. The results derive from a single-case thematic and functionalist study of the popular Russian TV series Glukhar’ (which aired from 2008 to 2011). The show merits special attention because it was on air when the Russian police were undergoing a legitimacy crisis, which lead to the 2009 police reform. The series recognized the crisis and responded to it with a set of justifications. I analyze the show’s (...) social and cultural contexts, its plot patterns, and the functions of its characters. I build a typology of justifications and claim that the show justifies the police through an open discussion about the reasons for and consequences of their lawlessness. The series shows that the legitimacy of the police is repeatedly questioned, but trust in the police is always restored because police officers are depicted as estranged from the state but not from the community. Thus, the show contains an interesting example of overcoming a legitimacy crisis through its recognition. The study opens the floor to further discussions about how popular culture resolves intense social debates about policing by symbolic means in a moment when police legitimacy is contested. (shrink)

The purpose of the study is to scientifically and technically substantiate the mechanism for the development of food systems within the framework of building an algorithm for ensuring the availability of food products, taking into account the interests of the most vulnerable segments of society. The article focuses on the presence of a variety of available tools in solving the problems of ensuring economic accessibility and assortment sufficiency of food products. However, the authors revealed that the problem of balanced nutrition (...) of children and adolescents has not been worked out due to the presence of both socio-economic and cultural-historical problems. Scientific novelty lies in the development of the theoretical foundations for building the food system of the state based on the application of the Innocenti concept, taking into account the interests of all sectors of society. As a result of the analysis, the need to amend the current legislation aimed at improving the quality of food products is argued. (shrink)

The article is devoted to the historical analysis of teleological argumentation evolution in the legal interpretation. The ideas of ancient Greek and Roman orators, philosophers and lawyers, which served as the basis for development of the idea of teleological interpretation in the European legal tradition, are examined. The history of teleological interpretation method development in European legal theory from Medieval jurists to sociological legal approach of the late 19 th and 20 th centuries is observed, as well the existence of (...) two main approaches in understanding the teleological method of interpretation, namely subjective-teleological and objective-teleological, is ascertained. The author states that there is a direct correlation between the concept of law and the approach to understanding of the teleological interpretation method. In conclusion, the author insists on the more progressive nature of the objective-teleological method of legal interpretation. (shrink)

The paper deals with the problems in the electric power industry, do not allow us to ensure a sufficient level of competitiveness of the industry and each individual subject of the electric power industry, the threatens national security, in particular, the economic security of the state, and creates barriers to maintaining the sustainable development of territories. It is proposed to use the economic and mathematical modeling allowed us to determine the high importance of human resources in the final results of (...) the electric power company, which makes it possible to consider the optimization of investment funds from the position of strengthening the focus of management processes in the field of personnel development. In this article, for the first time, the work of Professor E. K. Virsaladze in class on the "Symphonic Etudes" Op. 13 by R. Schumann was reviewed and a small performance analysis of her performance in the Great Hall of the Moscow Conservatory was given. The concert took place on April 16, 2010, on the 200th anniversary of the birth of R. Schumann. The author, being a student of her class and an assistant trainee, made notes of the teacher's wishes (...) in the work on the "Symphonic Etudes" by the romantic composer R. Schumann. The suggestions and recommendations expressed by E. K. Virsaladze on "Symphonic Sketches" are presented for the first time and have great practical and artistic value. The author discusses in detail the work on each etude. In his work, the professor pays attention to all means of musical expression: rhythm, strokes, dynamics… Advises a certain fingering, pedal… Such work of a teacher should undoubtedly contribute to obtaining certain performing skills from students for their further development. As an example, the article examines Virsaladze's performance of "Symphonic Etudes" in the Great Hall of the Moscow Conservatory in a concert dedicated to the 200th anniversary of the birth of R. Schumann. The article is recommended for students of music universities, colleges, colleges preparing for a concert performance of Schumann's works, in particular, "Symphonic Etudes" Op. 13.
